Ballot Measure 1 (sales tax). Voters' pamphlet and promotional comic book, 1985
Scope and Contents
Includes the comic book "Oregon's balanced tax plan," issued by People for a Better Oregon, and a voter's pamphlet describing the measure. It would have amended the Oregon constitution to allow a sales tax to fund education, partially replacing property tax revenue. Despite bipartisan support from politicians including Governors Atiyeh and Straub and future governors Roberts and Kitzhaber, it was defeated.
